You will focus on policy developments and emerging policies relevant for Novartis. The scope of this role will shape following new and emerging policy developments in key Novartis geographies and functional areas, with a focus on emerging priority policies around health data and artificial intelligence. You will enable forward-looking policy scanning and engagement and identify relevant information and actionable policy insights from primary and secondary data sources. This role requires strategic thinking, the ability to develop policy scenarioses and to digest policy intelligence and insights across a broad range of policy issues.

About the Role

Key Responsibilities:

  • Conduct structured, predictive policy horizon scanning to anticipate future developments in emerging policy areas with impactful implications for NVS 
  • Build up internal policy intelligence capability and utilize predictive analytics to stay ahead of potential issues and opportunities, combining open-source intelligence and primary research with SMEs    
  • Monitor emerging policy developments, on Data (Cross border data flow), Health Data, Artificial Intelligence (AI), and other potentially disruptive policy trends with a long-term strategic view 
  • Monitor AI and access to health data policy as it relates to evidence to support reimbursement, e.g. in the EU related to EHDS, EU AI act and identify opportunities for targeted advocacy in the EU 
  • Identify relevant information and actionable policy insights from primary and secondary data sources, including internal reports, external research, and open-source intelligence; build on data from established intelligence platforms such as evalsuate, Pitchbook, IMS Midas etc.   
  • Utilize internal policy intelligence capability and predictive analytics to stay ahead of potential policy developments 
  • evalsuate risks associated with emerging policy trends and developments, identify significant policy uncertainties for Novartis and assess their likelihood and impact 
  • Apply data and insights towards strategic scenario planning, stakeholder mapping, sentiment analysis to inform decision making and strategy development around emerging policies  
  • Collaborate closely with policy leads at regional level in Europe, APMA and LaCan to understand emerging policies at regional level and to calibrate impact and scenarioses for Novartis 

What you’ll bring to the role:

ESSENTIAL CRITERIA:

  • Strong experience of progressively responsible life science industry experience in management consulting, policy or policy intelligence roles.   
  • Experience with intelligence work, including grading of insights and assigning probabilities to produce actionable reports.   
  • Familiarity with risk management methodologies and/or risk analysis techniques.  
  • Experience in identifying key policy uncertainties and develop predictive scenarioses that inform decision-making and risk mitigation strategies.  
  • Expertise in quantitative analysis of key trends and policies, specifically familiarity with databases such as evalsuate, Pitchbook or IMS MIDAS.   
  • Experience in conducting primary and secondary research to gather relevant information and stay informed about developing policy trends   
  • Experience in conducting structured horizon scanning and data-driven scenario planning to anticipate future policy developments and their potential impact on the organization  
  • Strong communication skills to convey technical data clearly and facilitate alignment among stakeholders with ability to write effective executive briefs to inform action.
  • External orientation, with a strong external network and excellent interpersonal and partnering skills with excellent Business and organizational awareness, enterprise perspective. Ability to collaborate and work effectively in a global matrix organization  
  • Fluent In English    

DESIRABLE CRITERIA:

  • Master’s degree in Regulatory Affairs, Pharmaceutical Sciences, Health Policy, or related field is preferred.
